Which vehicles pay the Heathrow drop-off charge?
Vehicles that pay the charge:
- Private cars driven by family or friends dropping off a passenger
- Licensed taxis (black cabs)
- Private hire vehicles (minicabs and pre-booked transfers)
- Ride-hailing services such as Uber and Bolt
- Rental cars returning to off-site car parks via the terminal
Vehicles exempt or discounted:

How the charge is collected
The charge is collected automatically using Automatic Number Plate Recognition (ANPR) cameras at the entrances to the terminal forecourt zones. When a vehicle enters a set-down area, its number plate is recorded and the charge is applied to the registered keeper. The scheme is operated on Heathrow's behalf by APCOA, which also handles payments and appeals.
How to pay the Heathrow drop-off charge
There is no payment barrier or kiosk at the terminal — you cannot pay at the airport. Instead you pay after your visit using one of three methods:
- Online — through the official Heathrow terminal drop-off charge portal on heathrow.com
- Automated phone line — using your vehicle registration
- Auto Pay — register your number plate and card once, and the £7 is taken automatically each time you use a drop-off zone
Payment must be made by 23:59 the day after you drop off. Auto Pay is the safest option for regular travellers because it removes the risk of forgetting.
What happens if you don't pay?
If the charge is not paid by the deadline, Heathrow issues a Penalty Charge Notice (PCN) of £80, reduced to £40 if paid within 14 days. Penalty notices are issued to the registered keeper of the vehicle using the DVLA record linked to the ANPR capture. Appeals are handled by APCOA through its Heathrow drop-off help centre.

How to avoid the Heathrow drop-off charge
Use the Long Stay car parks. Heathrow's official free alternative is to drop off at the Long Stay (Park & Ride) car parks, which are free for drop-offs and include a free transfer bus to every terminal. This adds time but costs nothing.
Blue Badge concession. Blue Badge holders can apply in advance for a 100% discount and are exempt from the 10-minute maximum stay.
Short-stay car park. The short-stay car parks offer a short free period for set-down, but in practice the time is tight for unloading luggage and parking charges climb steeply once it expires.

ULEZ and the drop-off charge
The £7 drop-off charge is separate from the Ultra Low Emission Zone (ULEZ). Heathrow itself is outside the London ULEZ boundary, so most drivers dropping off will not pay ULEZ on top — but older, non-compliant vehicles driving into Greater London for the journey can incur a separate daily ULEZ charge. App-based services handle the charge differently — some build it into dynamic pricing, others show it as a separate line item, so the final fare can be unpredictable compared with a fixed quote.
What about pick-ups from Heathrow?
Pick-up arrangements are separate from the drop-off charge. Passenger pick-ups are not permitted from the drop-off forecourts.
